1. CCTV Fundamentals

CCTV or IP video surveillance systems are used for security monitoring, deterrence, incident review, evidence recording and analytics. A typical system includes field cameras, structured cabling, PoE switching, NVR or VMS recording, storage media, operator workstations and monitors.

Field Layer

Dome, bullet, PTZ and turret cameras capture the scene and transmit digital video streams to the CCTV network.

Network Layer

Cat 6 cables, PoE switches and fiber uplinks connect the cameras to the recording head-end and control room.

Head-End Layer

NVR/VMS, hard disks, workstations and monitors handle recording, live viewing, playback and export.

Main engineer note: During submittal and shop drawing review, always check camera coverage, mounting height, resolution, lighting suitability, storage retention, PoE budget, rack arrangement, UPS requirement and authority approval path.

Typical system path

  1. Camera captures scene.
  2. Stream passes through Cat 6 or fiber network.
  3. PoE switch provides connectivity and power where applicable.
  4. NVR or VMS records and stores the video.
  5. Operator reviews live and recorded footage.

Typical design expectations

  • Correct camera type for the actual surveillance goal
  • Proper field of view with minimal blind spots
  • Suitable low-light, WDR and environmental performance
  • Retention period compliant with project and authority requirement
  • Proper coordination with power, ICT and security systems

2. Camera Types & Selection

Dome Camera

Neat-looking fixed camera, commonly used in indoor public spaces and available in vandal-resistant types.

Bullet Camera

Outdoor or perimeter camera with visible presence, easy aiming and often strong night coverage.

PTZ Camera

Motorized pan-tilt-zoom camera for large spaces where the operator needs flexible coverage and zoom control.

Turret Camera

Practical all-round fixed camera that is easy to align and commonly used on projects.

TypeTypical useMain benefitMain caution
DomeLobbies, corridors, retail, receptionsClean appearance and vandal-resistant optionsCheck IR reflection and maintenance access
BulletPerimeter, entrances, parking areasVisible deterrence and strong directional coverageMore exposed if mounted too low
PTZLarge yards, car parks, compoundsWide controlled coverage with zoomOne direction at a time only
TurretGeneral indoor and covered external usePractical aiming and good valueStill needs correct lens and mounting position
Camera selection should always be based on the surveillance objective, not only appearance. Check identification requirement, lens angle, mounting height, scene lighting and environmental rating.

3. Wiring Diagrams & Live Camera Connect

The diagrams below show typical CCTV connection paths. The camera windows now support REAL laptop/PC webcam input. Press Connect Camera, allow browser camera permission, select an available camera device, then choose the requested MP. Live Camera Connection Windows

Use the real laptop/PC camera as the live CCTV source. Only video is requested; audio is never requested. MP selection asks the browser for the nearest supported resolution, and the actual returned resolution is shown in the status line.

Browser camera note: Chrome/Edge will ask for camera permission. If permission is denied or the browser blocks camera access for a local file, allow camera access in browser/site settings and reopen the file.

5. UAE & Emirates CCTV Requirements

Important: this tab is for engineer training and pre-checking. Final compliance must always be verified against the latest local authority requirements, project specification, client standards and approved security consultant requirements before sign-off.

UAE-wide engineer pre-check points

Approval Path

Confirm the project authority having jurisdiction for the emirate, free zone, airport, port, special development or other controlled area.

Coverage Intent

Define which areas require monitoring, detection, observation, recognition or number plate capture.

Privacy & Policy

Confirm client policy for privacy-sensitive areas, data access, export control and authorized operators.

Retention

Confirm the minimum retention period, backup expectation and evidence export method required by the project and authority.

Environment

Check that external devices are suitable for high ambient temperatures, humidity, dust and vibration where applicable.

Power & Resilience

Check PoE budget, UPS support, network resilience, recorder health alarms and maintenance arrangements.

Dubai - SIRA key technical points for engineer review

ItemKey review points for Dubai projects
CamerasVisible cameras only unless special approval is obtained for covert cameras. Outdoor cameras should be at least IP66 and suitable for Gulf heat, humidity and dust. WDR should be at least 110 dB where cameras face light sources. Cameras installed at 4 m and above should have remote zoom and focus. Audio recording is not allowed unless approved.
RecordingUse digital recording. The recorder should support live view, recording and playback simultaneously. Live streaming should be at least 25 FPS per camera. The system should support export, search tools, NTP, RTSP, ONVIF, storage failure alarms and camera fault notifications.
Retention / VMDWhere non-continuous recording is used, it should record at least 10 seconds before and after the event. Minimum VMD recording setting should be not less than 70% of the day, not less than 10 FPS and not less than 31 days, with 20% extra recording capacity.
MonitorsMonitors should be surveillance-grade 24/7 monitors, Full HD or better. Typical operator workstation expectation is at least two monitors, each not less than 21 inches. Critical cameras should be continuously displayed in the central area of the wall monitor where such control rooms are required.
Cabling / ConnectorsUse high-quality copper cabling and connectors. Label cables at all ends. Visible exposed wiring should be avoided where possible. Wireless connections are not acceptable without prior written approval. All plans and wiring schedules should match the actual installed devices.
Coverage classificationRecognition approx. 125 pixels/m, observation approx. 63.5 pixels/m, detection approx. 30 pixels/m, monitoring approx. 12.5 pixels/m and visual number-plate capture approx. 400 pixels/m for the intended target view.
MaintenanceThe establishment should have a maintenance arrangement with a registered company and a preventive maintenance program, and the end user should maintain the system in good operating condition.

How to use this matrix: for emirates other than Dubai, use this as an engineer pre-review checklist and then verify the latest project-specific authority conditions with the respective police/security authority, municipality, free zone or master developer before approval.

Engineer checklist before approval in any emirate

  • Confirm the authority having jurisdiction and whether any separate security consultant approval is required.
  • Check surveillance objective at each location: monitoring, detection, observation, recognition or ANPR/LPR.
  • Verify storage retention, export method, user access and maintenance obligations.
  • Check all head-end equipment, network topology, power and UPS arrangements.
  • Ensure drawings, schedules, IP lists and material submittals are coordinated before final review.

8. Storage Calculator

Use this preliminary calculator to estimate recording storage. Select a fixed design bitrate or let the tool estimate bitrate from resolution, frame rate, codec and scene activity.

storage (GB) = (bitrate Mbps / 8) × 3600 × hours per day × retention days × number of cameras / 1000 storage (TB) = storage (GB) / 1000
Final storage must be confirmed using the approved manufacturer calculator and actual recording settings, including codec, VBR or CBR profile, motion recording, retention and RAID arrangement.

Authority and Standards Control

Every authority value in this training file must be recorded with the authority, source document, revision/date, project/building category and approval status. Dubai references must be verified against the current SIRA requirement and approved design. Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain require their own current police/security authority and developer route. Do not transfer one emirate's retention, pixel-density, control-room or connectivity rule to another emirate without written confirmation.

Use the applicable editions of IEC 62676, ISO/IEC 27001 practices, IEEE 802.3, ISO/IEC 11801 or project cabling standards, manufacturer requirements and approved project specifications. Standards are references only; this file does not reproduce controlled copyrighted text.
